On one hand, dogs are easily to be aggressive whenever they get access to stimulus. Other people's shouts, scent or even small movements might enrage dogs, make them uncomfortable, and feel to be provocated, which causes bad consequence. If there is no leash, dogs might bite and attack people beyond control around him. On the other hand, leashing dogs makes people passing by feel safe and comfortable.

Not all people are fond of dogs, there are some who are afraid of them. If the masters of dogs unleash their pet, they are making problems to those people, and those masters are selfish. Everyone should be friendly and selfless in this society as a whole.

To summarize, people who have pet dogs should strictly follow the new rule, and take other people's safety into consideration. Only in this way, can society become harmonious.

It's illegal to leave your dog untied. You have to be responsible for any cases that your dogs cause.
